This year the top pitcher in Fantasy Baseball is Roy Halladay of the Philadelphia Phillies. His ADP is always at the back end of the first round, anywhere from 8-14. He's usually taken after the aforementioned SS and 3B top-tiers are gone and the prime 1Bs like Pujols, Miggy and Votto are gone.
Halladay, and the top SPs in general, are worth a look at the back end of the first round, but the depth at SP lends itself to the top-tier pitchers being taken in the early to mid second round of drafts.

I wouldn't take a pitcher first overall, but if i was 9 or 10, i would consider it. You probably want a guy who is going to put up great batting numbers for you. In fantasy baseball, pitching is a hard catagory to dominate, because of wins and ERA.
