How do I combine frequent flier miles between two different airlines that are both in the Star Alliance group?

I have 1000 miles with United and 1000 miles with US Airways. I noticed they are both members of the Star Alliance program. How do I enroll in such a program where no matter which airline I fly on in the program, the miles will all end up in one centrally redeemable place? For example, you should be able to book a USAirways flight via United.com and vice versa. All you need to do is join either US Airways or United's frequent flier mile programs, which will allow you to use those miles on any Star Alliance flight. This is like the SkyTeam alliance, which I am a part of. I can book, for example, a Continental Airlines flight via nwa.com, Northwest Airlines' website.
